The condition is invalid for notice subtypes 38 and 39, so remove the rule for now. Also remove corresponding schematron asserts.
Rework rules on BT-150-Contract and BT-3202-Contract for some notice subtypes to make it clearer they should be filled in. Also update corresponding schematron rules, and the corresponding rule messages.
The rule BR-BT-00051-0100 should not fail when the selection criteria are not in the notice.
