[PowerShell] Fix missing Content-Type header on a 204 response

This fix covers the case of a 204 “No content” response with no Content-Type: header.

In the code of DeserializeResponse there is a check for the parameter $ContentTypes being $null , but [AllowNull()] is missing in the parameter declaration, so the function throws an exception when called.
