修复Windows上sccache的一些问题：
1. sccache默认单次launch编译不能超过10min，在发包的编译中，CUDA全架构编译，耗时很长，对于unity_build组合的多个CUDA源文件，则有可能超过10min，使得无法使用sccache编译成功，sccache会退出，导致缓存失败；
2. 修正CI打印日志的顺序问题；
