Describe
1、添加XPUContext；（基本同原platform::XPUDeviceContext）；
2、xpu_info从platform移到pten::backends::xpu命名空间下。
TODO：
xpu相关的device_info，部分文件(bkcl_helper.h)依赖了fluid的scope等概念，因此未迁移，可能影响xpu分布式相关的算子迁移。
