[Gold bar] Opening a bound folder workspace solution with an open file triggers a gold bar

Description

Re-opening a bound folder can trigger a gold bar.

Repro steps

1. Create a folder workspace solution
2. Add a JS file
3. Bind the solution
4. Close the solution, making sure the JS file is open when the solution is closed
5. Re-open the solution

Expected behaviour

No gold bar.

Actual behaviour

UI locks up, potentially triggering a gold bar.
