How to Conditionally Import App Blog Plugin Styles For All Pages

Background

During #466, Wes asked for help conditionally loading CSS on all pages (initial comment).

Question

How do I conditionally include Core styles for plugins that can be used anywhere on the site?¹ (The condition is whether blog is installed.)²

Problem

CSS can not conditionally, based on Python setting, import the styles into site.css³.

Solution

Templates can conditionally load stylesheets (like those lines of that file).

Stylesheet Table

↑ means "import into this file".

The question is how to load app.blog.plugins.css.

@taoteg and I can't think of any other lightweight solution than to use template and <link> tag. I will use it when the need first arises (maybe ECEP, this month; definitely TACC, this year).
