Installed Tagging kit version 5.1.8437 using msi in windows 10. Closed OneNote for install as instructed, when starting OnNote the "Tagging Kit Initialization" error in attached screenshot triggers. OneNote launches but Add-in is non responsive. If OneNote is closed and opened again it fails with error to restart system. Attached logs.

Looks like
string knownTags = Properties.Settings.Default.GetPreviousVersion("KnownTags") as string; now throws an exception on first time installation
