Adds "town points" as a fallback currency for storing town balances without Vault or with economy disabled, to still facilitate levelling up a town without the need for a full server eco system. Also adds
/admintown balanceto let admins add, remove or set the balance of towns (which can also be executed through console).Still todo: A few more ways of getting these - i.e. updating the town advancement system to award money for more things and updating docs with more details.
