Is it possible to restore 坏 from 1.004 CN (\13761)? The center point of 坏 is lifted too high in JP.

I think it's better instead to adjust the JP glyph to match the balance of the 1.004 CN form. A compromise if you will, I rather they not add unnecessary glyphs. Similarly for 花 which I mentioned two years ago in another thread, and Dr Lunde (who was heading the project at that time) would "take it under advisement".

Coloured in pink are characters within the Adobe-Japan1-6 character set which should be reviewed and adjusted (if possible) to match the CN balance. If some of the characters look okay, then maybe don't adjust. They are:

U+574F 坏
U+6294 抔
U+676F 杯
U+7D11 紑
U+80A7 肧
U+8843 衃

In yellow is a non Adobe-Japan1-6 character which also needs to be reviewed and adjusted to match the CN balance. It is:
U+4F13 伓

The character in blue (Serif only) maybe should map the CN form to all regions and remove the JP glyph. It is:
U+574F 坏

U+708B 炋 (in orange) only has TW/HK forms for all regions. Should the v1 JP glyph be restored, it also might need to be adjusted to match the CN balance wherever necessary.
