[SIP] Proposal for Adding Elestio as Deployment option

Motivation

Description of the problem to be solved.

Proposed Change

I am Kaiwalya from Elestio. Elestio has been providing option to fully manage Superset on cloud service provider of your choice and customize it with few clicks as shown here. I think it would be a great idea if we could introduce it here in the Readme.
