Release For NeurIPS Round 2:

Adding two new MBO tasks with exact ground truths. Specifically, TFBind10, which is an optimization problem over length 10 DNA nucleotide sequences, and CIFAR-NAS, which is an optimization problem over the architecture of CNN models on CIFAR-10.
