fix(styles): accordion style audit

Closes #10481

Changelog

• updates some v11 tokens that were incorrect
  • bg hover color
  • disabled border color (is no longer disabled, see: Accordion: v11 audit #10373 (comment))
• everything else is 1:1 with v10 accordion styles

Testing / Reviewing

• check that tests are passing, and v11 accordion styles render as expected in deploy preview
