FR: new type of callback is required

Following the conversation below:

Could you pls introduce a new type of callback that run after failed commit callback and before global revert phase, applicable only for plugins that failed on commit callback.
The goal of this callback is to run/handle the code required to rollback system footprint produced within the failed commit plugin.
