@cms-sw/orp-l2 , this is a bug fix for running alpaka backend (cuda/rocm) unit tests in user dev area when multi-targets are enabled (see cms-sw/cmssw#45851 (comment)). Feel free to include it in 14.1.X IBs and final 14.1.0 release

This pull request is fully signed and it will be integrated in one of the next IB/CMSSW_14_1_X/master IBs (tests are also fine). This pull request will now be reviewed by the release team before it's merged. @rappoccio, @sextonkennedy, @mandrenguyen, @antoniovilela (and backports should be raised in the release meeting by the corresponding L2)
