@cms-sw/orp-l2 , this is a bug fix for running alpaka backend (cuda/rocm) unit tests in user dev area when multi-targets are enabled (see cms-sw/cmssw#45851 (comment)). Feel free to include it in 14.0.X IBs and next 14.0 full-release

This pull request is fully signed and it will be integrated in one of the next IB/CMSSW_14_0_X/master IBs (tests are also fine).
