Not sure I understand the PR title and description. What change in XML is kind of bug-fix or something else?

It is a bug fix. The name of the sensitive layer triggers the recording of hits. There was a mistake in the past and that is why no hits were recorded in the partial wafers of the HE section in the V17 geometry. The muon tomography test discovered this (earlier we had missing hits in the EE section as well which was due to a different error in the code and fixed recently)

Bug fix for v17 calorimeter, used in D92, D93, D94. No change is expected to see in the PR test as no workflow for these geometries yet.

This pull request is fully signed and it will be integrated in one of the next master IBs (tests are also fine). This pull request will now be reviewed by the release team before it's merged. @perrotta, @dpiparo, @qliphy, @rappoccio (and backports should be raised in the release meeting by the corresponding L2)
