make AlcaPCCEventProducer a global module #45748

PR description:

I casually stumbled on this module while looking at resource consumption in the HLT menu. I am wondering if we could make it a global module. I profit of the PR to clean-up a bit the naming of variables and const correctness of data-members.

Having had a look at the code and at the (cleaned) class members, I don't see counterindications in making AlcaPCCEventProducer a global module: this PR can get signed by AlCa as soon as the tests succeed

This pull request is fully signed and it will be integrated in one of the next master IBs (tests are also fine). This pull request will now be reviewed by the release team before it's merged. @antoniovilela, @mandrenguyen, @rappoccio, @sextonkennedy (and backports should be raised in the release meeting by the corresponding L2)
