Details

Beside the usual changes, this PR adds a build option to build hictk with arrow support (off by default). This is only supported for v1.0.0 and newer.

Right now there is a conflict when enabling with_arrow on xsimd dependency.
arrow requires xsimd/9.1.0 and xtensor requires xsimd/12.0.0.
We are moving the request to arrow upstream.
As soon as we receive the OK, we will resolve the conflict and approve the PR 😄
