As discussed in the TX working group, we're adding the feepayer, feegranter and tip fields to support tipped transactions. This will avoid creating a new sign mode (c.f. #10322), so that tipper can use LEGACY_AMINO_JSON (and Ledger) to sign over tips.
They will be omitempty to keep backwards-compatbility
