Carrier icon still present on map and anti-ship missions still plannable against it after being sunk #3337

Description

I sunk the Kuznetsov on Turn 1 and was surprised to notice that the carrier icon was still available afterwards with "flight deck damaged" listed on the next turn. While technically true and rather on-brand for the Russian navy, I think it is confusing to users.

You can still plan anti-ship missions against the missing carrier, except there is no attack command provided to the anti-ship flight.

Suggestion:

  1. List the carrier as sunk rather than "flight deck damaged".
  2. Plan the anti-ship mission against the carrier's escorts instead of providing no attack command.
  3. If escorts are all dead, remove the icon altogether.

This PR addresses #3337 by:
- Updating the UI to identify that a destroyed carrier/LHA as "Sunk"
- Fall back on targeting other groups in the NavalControlPoint (e.g.
escorts if present) if the carrier/LHA is sunk.

Suggestion:

  1. List the carrier as sunk rather than "flight deck damaged".
  2. Plan the anti-ship mission against the carrier's escorts instead of providing no attack command.
  3. If escorts are all dead, remove the icon altogether.

The first two suggestions make sense and are now fixed in the dev build.

On removing the icon, probably need to be consistent across all Theater Ground Objects (ships, SAMs etc.) and either remove the icon for all Theater Ground Objects that are destroyed or disable planning missions against them, which I agree is confusing.
