How to add contentFiles XML element to resulting nuspec?

I can add the files from a PackageReference without problem, either via Content element or via PackageFile.
The files are originally not contentFiles, they are in a different folder in the referenced NuGet package.

What can I do to generate the whole contentFiles section like this?

Does not work, my files are coming from a PackageReference and thus they are not present in the project folder.
I'm adding them to the NuGet package like so:

    <PackageFile Include="runtimes\cpsrt\win\x64\cpsrt.dll" PackagePath="contentFiles\any\any\cpsrt\win\x64\" PackageReference="Wibu.CodeMeter.Cpsrt" />
  </ItemGroup>

From what I can tell, the <contentFiles> section only gets created when one adds physically existing files via <Content> tag.
