[Mics] Provide options for bidirectional edge #6566

Description

Modify dgl/tests/python/pytorch/graphbolt/gb_test_utils.py.rand_csc_graph(), providing options for whether the edges of the generated graph are bidirectional edges.

To trigger regression tests:
