[GraphBolt][CUDA] GPUGraphCache is being unnecessarily created.

Description

Even when the number of cached edges is 0, the GPUGraphCache is being created and used. This makes it waste a lot of memory. Adding condition to check if the number of cached edges is > 0 fixes the issue.
