As per edera-dev#206, we are disabling format checks until we have migrated to the new formatting rules, which are commited in a later change.

As a compromise between creating a rift in the archeology of the repo and moving forward with formatting rule changes, we'll be disabling the format checks and switching to using the new rules as we touch individual files.
This issue will remain open until we have fixed all the formatting issues.
