In #170044 we will extend our PagerDuty connector to support the links and custom_details attributes offered by the Event API. We should offer the same functionality in the form of the PagerDuty connector when configuring a rule.

## Summary

This PR adds support in the `UI` for the `custom_details` and links
attributes in the Pagerduty connector.

### Release Notes

PagerDuty connector now supports the links and custom_details
