chore: Update and pin all actions

In my last PR(s), I updated the helm specific actions:

• chore: Update all actions related to the helm chart #675
• chore: Use same checkout action version everywhere #697

Now since dependabot can also update the actions (#676 / #685), we can pin all other actions too.

How to use

Dependabot will update the actions in the future. Example PR from my other maintainer work over there:

• chore(deps): bump actions/setup-python from 4.7.1 to 5.0.0 argoproj/argo-helm#2382

Testing done

Tested all 3 actions "manually" in my forked repo with this PR here:
