Spring 2022 EFI phenology competition code

This release is associated with the spring 2022 EFI competition of gcc and rcc during the spring green up at 20 NEON sites. The PEG team submitted 2 fusion models, PEG_FUSION_0 and PEG_FUSION_1, which were ensembles of ElasticNet, RFR, XGBoost models for gcc and ElasticNet, RFR, XGBoost, KNN, and XGBoost for rcc. PEG_FUSION_0 uses the median of 35 weather forecasts, while PEG_FUSION_1 models 35 weather forecasts separately and takes the mean.
