Changes:
--feature-enables-depflag to express that a specific feature should always enable a dependency. Example would beruntime-benchmarks:frame-benchmarking.--left-side-feature-missing=(ignore|error)to adapt to Substrate where we only want to check for propagation - not existence of a feature.
