Python 3.3 is no longer cool (according to Django project)

We currently cite reasons for which versions we use in CONTRIBUTING and I was planning on updating that. Is that what you mean?

Fixes googleapis#1410.

NOTE: We never ran `tox -e py33` in Travis and this does
      not add `tox -e py35` (for now). It seems it'd be
      best to wait until travis-ci/travis-ci#4794
      is resolved before adding it.
