What this PR does

Upgrade to latest mimir-prometheus main revision.

Brings in the following changes:

• Optimizations to the storage/remote/otlptranslator package (used for converting OTLP write requests to Prometheus remote write format in distributor's OTLP endpoint)
• A wrongly scoped range vectors bug fix to the promql package
• Some UTF-8 support, plus new grammar of {"metric_name", "l1"="val"}, added to promql/parser
• A type label added to the prometheus_tsdb_head_out_of_order_samples_appended_total metric
• Standardise exemplar label as "trace_id" (see also Change exemplar label from "traceID" to "trace_id" dskit#487)
• Use github.com/klauspost/compress for gzip and deflate compression of API responses instead of stdlib equivalents
• Fix: Add json tags to Metadata struct
