Event Subscriptions => Subscribe to Bot Events => member_left_channel
OAuth & Permissions => Scopes => channels:write
環境変数に accessToken=slackのoauthAccessTokenを設定しといて

Findings

Legacy TokenかUser Tokenじゃないと inviteがたたけ無い
ので、このbot動かん( ˘ω˘)
