Collapse Community WG responsibilities into Project WG (#938)

* fix: collapse community wg into project wg

* Parallel bullet structure

- Edit bullet for parallel structure

* Update call listings

- Remove IPFS Community WG call and replace with ProtoSchool call
- Relabel list of calls to reflect that it doesn't just include working
groups (as was already the case)

* add locol call too
