Add tags configured by the user to Jenkins traces

What does this PR do?

This PR adds the tags configured by the user to the Jenkins Build/Pipeline traces:

• Tags configured as Global Tags
• Tags configured as Global Job Tags
• Tags configured using datadog option inside a Jenkinsfile.
