Update APM auto-instrumentation to match any Java process

What does this PR do?

Update APM auto-instrumentation logic:

• instrumentation for Java now matches any Java process, and not just Maven and Gradle builds
• fixed proxy params configuration for Java
• added an env variable that is needed for tracking telemetry data
