Add biblatex-ieee-demo.tex. Similar to biblatex-ieee.tex, it lists all references contained in biblatex-ieee.bib. However, the layout is based on IEEEtran. The intention is to A) check for the font size and B) demonstrate the correct balancing of columns on the last page.

I think, that the font size doesn't match.

Here the output using IEEEtran.bst: (I can provide the file too for completeness; but I didn't know with filename to take biblatex-ieee-demo-IEEEtran_bst.tex feels consistent, but also wrong because of the biblatex-ieee prefix).

Here the output using biblatex-ieee:

Finally, the balancing using \IEEEtriggeratref{30} doesn't work any more (refers to case B)).

A) can be fixed using \renewcommand*{\bibfont}{\footnotesize} right before \printbibliography. I am unsure if this should be inlcuded in the bibliography style itself or in IEEEtran.cls.

I have no idea how to make \IEEEtriggeratref working again. Therefore, I am going to file an issue as soon as this demonstration file is merged.

This is all really in the domain of the document class rather than the bibliography style (which is about formatting within the 'box' surrounding the bibliography). As such, I'm currently minded not to merge here.

Even though the document class should take care, some documentation should exist of how to use the biblatex bibliography style with the document class. I doubt that the author of the document class cares. IMHO, if the author of the bibliography style doesn't care, it will be difficult to get the style accepted. Am I wrong when I state the the only use of the style will be the IEEEtran document class?

The use case is quite the opposite: it should never be used with IEEEtrans. The latter has an official BibTeX style which (like all journal-type submissions) must be used as specified by the publisher. The biblatex-ieee bundle is for users of biblatex who want an IEEE (like) bibliography style. The most obvious use case to me is theses, though grant proposals, book chapters, etc. would also fall into the same potential spectrum.
