Semantic PR check should also check for lowercase start of feature description

According to the conventional commit standard, feature title descriptions should start with a lowercase character. We should follow that standard as well and add a check through the https://github.com/amannn/action-semantic-pull-request github action.
It has support for such a check through the subjectPattern setting.
