This PR sets up basic structure for two sections:
"How to" guides and "use-case" pages
These are working titles for these sections; we may rename them in the future. There is some sentiment for calling the reference section "Concepts" but we need a new section to define the content.
Some pages are defined for these sections; more will be added. In particular, the "Implementing" section needs more general, beginning pages; you will note that the sections that are defined have higher weight values, leaving room for additional pages to be added.
