👻 Update CODEOWNERS to match OWNERS.md

Updating the CODEOWNERS by:

• removing old groups that no longer exist
• remove the path that doesn't exist
• individually add owners/reviewers

Now it should match OWNERS.md and let new PRs auto-request reviews.
