Update Rust stable MSRV to `1.63.0`. MSRV prior to this change is `1.60.0`. The bump is in line with the project's policy of attempting to trail the latest stable by at least 2 versions. Signed-off-by: Matei David <matei@buoyant.io>

impl Traitin argument positions (see rust-lang/rust#83701).
