nfd-worker: Add a readiness probe

Fixes: #1806
Feat: Introduce readiness probe for the NFD worker.
The readiness probe ensures that feature discovery has successfully completed and the NodeFeature CR object has been created or updated. (The liveness probe currently always returns true.)

Helm values have been updated to support both liveness and readiness probes.
