This seems to have been intended to be used with https://github.com/libp2p/observer-toolkit, but never actually got implemented. It's unclear to me why this was merged into master in the first place. If / when we decide to pick up the introspection effort again, we can resurrect this code, but for now there's no need to carry it around.
