pretty sure we don't need this any more.
It doesn't look like the supplied context is ever modified.
This is only called in three places. Two of them don't pass `auth_events`, and the third doesn't use the dict after passing it in, so this should be non-functional.
`_check_event_auth` is only called in three places. `on_send_membership_event` doesn't pass an `auth_events`, and `prep` and `_auth_and_persist_event` do not use the map after passing it in.
Return the updated auth event dict, rather than modifying the parameter. This is only called from `_check_event_auth`.

What's the reasoning for not needing this anymore? Such old rooms may still be floating around? Possibly an alternative is to only do this for v1 rooms?

This workaround was added in 858e87a, from which I infer it was fixed before then. This is only a week after ae9c2ab, which we know was a critical security fix. I'm pretty sure we previously checked that there weren't any remaining rooms affected by the SYN-149 bug, but if there are any other rooms that predate that fix... I don't think I want to join them.

This release adds support for Debian 12 (Bookworm), but **removes support for Ubuntu 20.10 (Groovy Gorilla)**, which reached End of Life last month.

This is part of my work trying to sort out #9595. As a first step, this should be an (almost) non-functional change to try to make these code paths a little more understandable.
