Changes:

Code signing support also for tools scripts, not just main MSLab scripts (therefore AllSigned now works for whole workflow).

Internal changes:

Updated pipelines for newer GitHub syntax
Use self-hosted runner for code signing due to security hardening
Use Managed Identities instead of secrets
