Description:

Add ability for admins to delete users

Changes:

Adds migratedUsers table to track dummy snowflakes for transaction consistency
Add command + functions to delete user.
Deleted user deletes most things, but some things are migrated, denoted by 'Deleted' flag in the migratedUsers table

Other checks:

I have tested all my changes thoroughly.
