[Enhancement] Add getJobLimitCapability interface and use it in nms

Motivation

The motivation of the PR is to add getJobLimitCapability interface, and replace cluster_number * core_dim by it in nms.

Modification

1. Refactor mmcv/ops/csrc/common/pytorch_mlu_helper.hpp to add getJobLimitCapability interface.
2. Refactor mmcv/ops/csrc/pytorch/mlu/nms_mlu.cpp to replace cluster_number * core_dim by getJobLimitCapability interface.
