[Feature] Support MsDeformAttnForward with fast kernel #3157

Motivation

The motivation of the PR is to add fast kernel for ms_deform_attn_forward with Cambricon MLU backend.
It includes three parts:

1. Add ms_deform_attn_fast_mlu_kernel.hpp src code.
2. Add ms_deform_attn_fast_mlu_kernel.mlu src code as MLU kernel.
3. Refactor ms_deform_attn_mlu.cpp to support fask kernel with MLU backend for ms_deform_attn_forward.

Modification

  • MLU src code
    Add MLU src code of MsDefromAttnForward with mmcv/ops/csrc/common/mlu/ms_deform_attn_fast_mlu_kernel.hpp and mmcv/ops/csrc/common/mlu/ms_deform_attn_fast_mlu_kernel.mlu
  • PyTorch adaptation
    Adapt MsDefromAttnForward for PyTorch in mmcv/ops/csrc/pytorch/mlu/ms_deform_attn_mlu.cpp.

BC-breaking (Optional)

Does the modification introduce changes that break the backward-compatibility of the downstream repositories?
