As described in the prometheus specification after open-telemetry/opentelemetry-specification#2380, we should convert Info and StateSet metrics to non-monotonic sums instead of dropping them.

We should also trim _info suffixes from info metrics (specified in open-telemetry/opentelemetry-specification#2440)
