[Backport feature/discover-next] fix for quickrange to use datemath to parse datetime strings #6868

Backport 347639f from #6782.

provides a formatting util function meant to convert quick range time (such as 'now-15m') to datetimes that can be understood.

Hi @kavilla, looks like this pr has 2.15 tag but only merged to feature branch, are we targeting 2.15 for this change or shall we remove the 2.15 tag?
