Add Polkadot Test Client #1088

  1. Add a test client for Polkadot 

    This test client is supposed to be different from the existing one in
`runtime/test-runtime` as it'll use the actual Polkadot runtime instead
of a test one. We'll be able to better test assumptions using this runtime.
