psycopg2-binary 2.9.5 installation fails #1515

Before opening this ticket, please confirm that:

Please complete the following information:

  • OS: Windows 10
  • Psycopg version: 2.9.5
  • Python version: 3.8.0
  • PostgreSQL version: N/A
  • pip version: 22.3

Installation of psycopg2-binary 2.9.4 works correctly, as expected. Installation of 2.9.5 throws the following error:
